E-Talakayan on Feedback, Learning, and Continuous Improvement in EODB Implementation

August 19, 2026 · 9:00 AM–11:00 AM
Via Zoom · Livestreamed on Facebook: DILG Ilocos Sur
Presented by Ann France G. Burgonio, LGOO II
For LCEs, BPLO, OBO, ARTA Focal Persons, LPDC, C/MLGOO & concerned personnel
Brief Background

Why We Are on This Road

A quick look at where this journey began — and why feedback is the next essential step.

The Initiative

Project ONE Rang-ay

"Search for the Best Ease of Doing Business (EODB) Implementer" — promoting digital governance and recognizing LGU performance and compliance on EODB implementation across Ilocos Sur.

The Mandate

Anchored on ARTA-DILG Frameworks

Grounded in RA 11032 (Ease of Doing Business Act), ARTA Memorandum Circulars, and the DILG-ARTA-DTI-DICT Joint Memorandum Circulars governing streamlined LGU permitting.

What Happened

A Journey from Concept to Results

From laying the groundwork in August 2025 to the Provincial EODB Forum and Awarding in May 2026, all 24 cities/municipalities of Ilocos Sur were assessed under the same criteria and MOV requirements.

What's Next

From Findings to Feedback

The results are now in. This E-Talakayan turns those findings into shared learning, concrete action, and a lasting mechanism for continuous EODB improvement.

Learning

What We Learned

Turning feedback into organizational learning.

What's Working

BPLS Streamlining Is Gaining Ground

Barangay clearance integration and Joint Inspection Team practices are already adopted by most LGUs — this is our strongest foundation to build on.

Needs Reinforcement

Documentation Discipline

Many gaps are not about non-compliance in practice, but about not keeping and submitting proof — a fixable, process-level issue.

Structural Gap

Digitalization Is the Biggest Hurdle

BPCO online systems and BOSS/eBOSS features remain the least developed area province-wide — this requires sustained DICT partnership.

Needs Attention

Regulatory Reform Is Underused

Stocktaking, public hearings, and UP-ONAR submission are formal ARTA-DILG requirements that most LGUs have not yet operationalized.

The Road Forks Here

From Learning to Action

Everything before this point is what happened. Everything after is what we do about it.

COMPLETED

Table validation, onsite validation, scoring, deliberation, Forum & Awarding, and Post-Evaluation for all 24 LGUs.

NEXT STEPS

Priority actions, institutionalization, and a sustained cycle of continuous EODB improvement.

1 The Journey So Far 2 Feedbacking 3 Institutionalization
Action

Priority Actions for LGUs

Recommendations drawn directly from the assessment findings.

1

Complete & Submit Outstanding MOVs

CART Orders, Zero Backlog Reports, CSMR, and updated Citizen's Charter postings.

2

Adopt the Unified Application Form (UAF)

Streamline documentary requirements per DILG-ARTA JMC 2021-01 for both new and renewal transactions.

3

Establish / Operationalize the OSCP

One Stop Shop for Construction Permitting — currently missing in the majority of LGUs.

4

Integrate Barangay Clearance into BPCO

Reflect barangay clearance fees directly in the Tax Order of Payment, as already practiced for BPLS.

5

Pursue BPCO Digitalization

Work with DICT Region 1 toward an online system for Building Permit and Certificate of Occupancy processing.

6

Complete Regulatory Reform Steps

Conduct stocktaking of policies, hold public hearings, and submit new issuances to UP-ONAR.
