"Search for the Best Ease of Doing Business (EODB) Implementer" — promoting digital governance and recognizing LGU performance and compliance on EODB implementation across Ilocos Sur.
Anchored on ARTA-DILG Frameworks
Grounded in RA 11032 (Ease of Doing Business Act), ARTA Memorandum Circulars, and the DILG-ARTA-DTI-DICT Joint Memorandum Circulars governing streamlined LGU permitting.
A Journey from Concept to Results
From laying the groundwork in August 2025 to the Provincial EODB Forum and Awarding in May 2026, all 24 cities/municipalities of Ilocos Sur were assessed under the same criteria and MOV requirements.
From Findings to Feedback
The results are now in. This E-Talakayan turns those findings into shared learning, concrete action, and a lasting mechanism for continuous EODB improvement.

How LGUs Were Assessed
A 110-point rubric, weighted across documentary compliance and onsite reality.
Table Validation
Documentary review of Means of Verification (MOVs) against each criterion. Conducted May 4–5, 2026.
Onsite Validation
Field verification of frontline facilities, systems, and client experience for the Top 10 LGUs. Conducted May 12–14, 2026.
Total possible score: 110 points, consolidated as Table Validation (70%) + Onsite Validation (30%), finalized at the Final Deliberation, May 19, 2026.

Missing / Outdated MOVs
Recurring comment across multiple criteria: "No proof of submission" — from CART orders and Zero Backlog Reports to Citizen's Charter postings and CSMR.
DocumentationDigitalization Gap (BPCO)
All 24 LGUs still lack a fully operational online system for Building Permit and Certificate of Occupancy (BPCO) processing — the widest single gap found.
SystemsFeedbacking: From Results to Learning & Action
The road reaches a checkpoint station. Before continuing forward, we stop to ask what the results actually mean.

What We Heard
Recurring themes surfaced across the assessment tables and onsite visits.
Incomplete Submission of MOVs
Several LGUs could not present required Means of Verification for CART Orders, Zero Backlog Reports, and CSMR — recorded consistently as "no proof of submission."
ARTA CompliancesRequirements Not Yet Streamlined
Some LGUs are not using the standard Unified Application Form (UAF), or still impose additional documentary requirements beyond DILG-ARTA JMC 2021-01.
BPLS / BPCOOutdated Online Presence
Onsite observations found LGU websites, Facebook pages, or QR codes for the Citizen's Charter that were not operational or not updated to the latest edition.
Client-Facing ServiceLimited Regulatory Reform Activity
Most LGUs have not yet completed stocktaking of policies, conducted formal public hearings, or submitted new issuances to UP-ONAR as required.

BPLS Streamlining Is Gaining Ground
Barangay clearance integration and Joint Inspection Team practices are already adopted by most LGUs — this is our strongest foundation to build on.
Documentation Discipline
Many gaps are not about non-compliance in practice, but about not keeping and submitting proof — a fixable, process-level issue.
Digitalization Is the Biggest Hurdle
BPCO online systems and BOSS/eBOSS features remain the least developed area province-wide — this requires sustained DICT partnership.
Regulatory Reform Is Underused
Stocktaking, public hearings, and UP-ONAR submission are formal ARTA-DILG requirements that most LGUs have not yet operationalized.

Work with DICT Region 1 toward an online system for Building Permit and Certificate of Occupancy processing.
Complete Regulatory Reform Steps
Conduct stocktaking of policies, hold public hearings, and submit new issuances to UP-ONAR.

The logical culmination of everything before it — turning a one-time project into a lasting process.

This is a forward plan under discussion — the goal is a provincial ordinance that institutionalizes yearly EODB assessment as a standing practice for all LGUs.

Interested LGUs (including Sinait and Bantay in Ilocos Sur) to move forward on adopting the Paleng-QR PH Plus program.
DICT Region 1 Partnership
Continued technical support for LGUs pursuing eBOSS and other digital systems for BPLS and BPCO.
ARTA Northern Luzon Follow-Through
Coordination on outstanding ARTA compliance requirements and regulatory reform documentation.
